Hideki Tojo was the Prime Minister of Japan at the time of the bombing of Pearl Harbor. Tojo and his members of council created a plan to weaken the American Navy by making the United States less of a powerhouse in the pacific campaign. His actions were successful in some ways, such as sinking four US Navy ships and giving Japanese troops and citizens hope to succeed. Tojo's attack was a huge morale boost to his troops, and it shows after Japan had won key battles in the pacific. The only down side to the attack from Tojo's perspective was the United States continued to stop supplying the Japanese basic raw materials. Hideki Tojo's initiative and leadership led Japan to a key victory in the Pacific and weakened the biggest threat, the United States, leading to Japan becoming an intimidating force during World War II.

The attack on Pearl Harbor surprised Americans and put them shock. America's next move was to declare war on Japan. Hideki Tojo's attack on Pearl Harbor left Japan a force to be reckoned with in World War II. Tojo was one of the main leaders that got the Americans involved in the war by planning the attack on Pearl Harbor, and giving his permission to the Japanese Military. Without Tojo issuing the attack, the United States would have stayed out of World War II. Hideki Tojo led one of the greatest surprise attacks of all time and his legacy on World War II will always be remembered by the actions of the Japanese.
